ESOL Pre-K-12 (COMAR 13A.12.02.07; renumbered from .19 in the 2024-04-01 reorganization). Approved program with 54 sem hrs of required coursework, 6 sh supervised ESOL student teaching (or 1 yr ESOL teaching experience), Praxis 5362, and 6 sh in a modern foreign language at the college level for the teacher candidate. The teacher-candidate language requirement is unusual nationally.

Maryland adopts State Seal of Biliteracy (SB 781, Ch. 232, 2016)
SB 781 (Chapter 232, 2016) authorized the Maryland State Seal of Biliteracy, codified at Education Article §7-208. MSDE administers the credential for high-school graduates proficient in English plus one or more world languages; participation is district-opt-in.

Leider, Colombo & Nerlino published in Education Policy Analysis Archives 29(100) a comprehensive document analysis of every state and DC's bilingual, ELD/ESL, and SEI teacher-credentialing requirements, professional teaching standards mentions, and EL-percentage figures, based on primary SEA sources collected October–December 2019. The 2019 coding of Maryland's EL-credentialing landscape is preserved as a temporally-anchored research baseline against which the catalog's later verifications are framed.
