Verification procedure
Each state passes through a uniform refresh workflow: current SEA documents are re-fetched from the cited source URLs, dated snapshots are archived in the project repository, the record is re-coded against the same coding scheme used for the 2019 baseline, divergences from that baseline are documented in a per-state changes-from-baseline note, and the state is promoted to the 2026 verified set. The original 2019 source citations are retained as part of the audit trail.
