Between 2011 and 2024, the classified-EL share rose from 9.3% to 15.1%. Observations through fall 2021 are from NCES; observations for fall 2024 are from the Washington state education agency (OSPI Transitional Bilingual Instruction Program (TBIP) Legislative Report, 2024-25). Methodology note

  • Washington Office of Superintendent of Public Instruction, October 1 fall snapshot (167,665 Multilingual Learners). Washington's terminology shifted from "English Learner" to "Multilingual Learner" around 2022-23; OSPI guidance on whether the definitional change altered the counted population is not explicit in available sources. The 3.7 percentage-point increase from NCES's fall 2021 value (11.4%) is large; without a directly comparable OSPI-published series for the NCES overlap years, methodological continuity cannot be confirmed from overlapping observations. Part of the gap reflects documented enrollment growth from 2022-23 (13.4%) to 2024-25 (15.1%).

About this figure

Each point is the fall-enrollment share of students classified as English Learners in Washington's public schools. Observations through fall 2021 are drawn from the National Center for Education Statistics (NCES) Digest of Education Statistics, Table 204.20, the canonical national series; NCES has not yet republished this table for school years after 2021-22. For fall 2024, the catalog falls back to figures published directly by the Washington state education agency. State-agency methodology may differ from NCES — the methodology note above the data table records the difference, and the dashed line and hollow markers in the chart mark the boundary.
