PTSB documents two pathways to add an ESL endorsement: Institutional Recommendation (requires an approved program with practicum) and Demonstration of Competency (15 SH coursework + Praxis II, no practicum). `program` and `practicum` are null because the two pathways genuinely diverge. PTSB also lists a Dual Language Immersion (K-12) endorsement that does not roll up to bilingual under our schema.

  1. EPAA 29(100) document analysis (Leider, Colombo & Nerlino, 2021)

    Leider, Colombo & Nerlino published in Education Policy Analysis Archives 29(100) a comprehensive document analysis of every state and DC's bilingual, ELD/ESL, and SEI teacher-credentialing requirements, professional teaching standards mentions, and EL-percentage figures, based on primary SEA sources collected October–December 2019. The 2019 coding of Wyoming's EL-credentialing landscape is preserved as a temporally-anchored research baseline against which the catalog's later verifications are framed.

  2. Wyoming Seal of Biliteracy authorized (SF 0098 / SEA 47, 2022)

    The 2022 Wyoming legislature authorized the State Seal of Biliteracy through Senate Enrolled Act 47 (originating as SF 0098), recognizing high-school graduates proficient in English and at least one additional language. Currently administered by the Wyoming Department of Education.
