Pennsylvania Department of Education, fall 2022 snapshot (87,717 EL students). EL identification under 22 Pa. Code § 4.26 (home language survey within 30 days of enrollment). The 0.7 percentage-point increase from NCES's fall 2021 value (4.6%) over one year is faster than the 0.0-0.4 percentage-point annual increments NCES recorded for Pennsylvania across 2018-2021. Pennsylvania does not publish a multi-year EL percentage table for fall 2018-2021 in directly accessible form, so methodological continuity with the prior NCES series cannot be confirmed from overlapping observations.

Observations through fall 2021 are drawn from the National Center for Education Statistics (NCES) Digest
of Education Statistics, Table 204.20, the canonical national series; NCES has not yet republished this table for
school years after 2021-22.
